Yamato Atagi - OIEDr Atagi is responsible for the secretariat for several OIE ad hoc Groups relevant to the Terrestrial Animal Health Standards Commission (Code Commission), including the activities of OIE ad hoc group on animal identification and traceability.

Dr Atagi has a deep knowledge of the current OIE standards on animal identification and traceability. He acts as the coordinator for the planned OIE Global Conference on Animal Identification and Traceability.
Arnaud BouxinArnaud is an agronomist, graduated from the National Institute of Agronomy from Paris-Grignon in 1988 in France. Arnaud has worked for 8 years in the French Association of Compound Feed Manufacturers (SNIA) where he was responsible for economic affairs. In 1998, he joined the European Compound Feed Manufacturers Federation (FEFAC) as Deputy Secretary General in Bruxelles.

FEFAC is the only independent spokesman of the European Compound Feed Industry at European level and holds an observer status in CODEX Alimentarius.

Personal issues: I am Belgian, married, with 3 children and 3 grand children.

Professional issues:

  • I graduated in Liège University (Belgium) in 1976;
  • I specialised in Food Hygiene in Liège in 1980;
  • I worked in a veterinary practice from 1976 till 1981;
  • I worked for the Ministry of Health in Belgium from 1981 till 1989,in charge of the approval of red meat establishments;
  • I have been working in the veterinary inspection services of  the European Commission since 1989,first in Brussels (Belgium) till 1998 and since then in Ireland.
  • I am currently  Deputy  Head of Unit in the Food and Veterinary Office in charge of food safety of food of mammal origin.
  • My main duties since in the European Commission services:
    • 1989-1991:residues related issues
    • 1991-1998:Border Inspection Posts and imports controls
    • 1998 to date :Hygiene of food of animal origin(mammals)
  • Additionaly I am since 1992 Lecturer in Liège University in relation the EU veterinary legislation.
Pieter Hogewerf

Pieter is working on the Wageningen UR since November 1986 as a researcher and is involved in various projects related to animal identification:

  • IDEA project (1999-2001);
  • Feasibility study electronic animal identification (2002);
  • Electronic identification sheep and goat in relation with identification on a truck (2005-2007);
  • Using injectable transponders for sheep and goat identification (2007).

Other responsibilities:

  • Project leader of ISO electronic animal identification stadardisation projects (ISO TC23\SC19\WG3)
  • Responsible for ICAR approved test laboratory for animal RFID equipment
John MatthewsJohn is a registered Veterinary Surgeon (or Veterinarian), graduating from the University College Of Dublin in 1978. John worked in a mainly large animal practice in the North-East of Ireland, from 1978 to 1987 when he joined the Irish Department of Agriculture.

In the Department he worked as the Official Veterinarian responsible for a range of Export Approved meat premises, from slaughterhouses, through boning halls to ready meal production.

While with the Department John obtained a Master of Applied Science (Food Science) degree, in 1990, again form UCD.

In 1996 John joined Irish Food Processors as its Food Safety and Compliance Officer, where he advises the Company Board on these matters.

John Matthews is an active member of the UECBV Veterinary Issues Working Group here in Brussels, and the trade organisations in the UK and Ireland.

Guy NoletGuy Nolet has a degree in applied sciences and microbiology and microbiology inspection in the food chain. Guy has been active in meat business consultancy for more than 20 years and is recognised as a key expert in this area. Guy is familiar to issues encountered by the DC in applying optimal quality control schemes and will provide applied and concrete food expertise in microbiology and HACCP oriented to the meat sector during the five-day seminar.
Dr. S. Abdul RahmanDr. S. Abdul Rahman graduated with a bachelor’s degree in Veterinary Science from Mysore Veterinary College, Bangalore, India and a Masters from University of Madras, India, and PhD in Veterinary Parasitology from University of Queensland, Australia. He is a retired Professor of Veterinary Parasitology and Dean of Bangalore Veterinary College. Dr Rahman. He has published more than 100 scientific papers and has authored a book on Veterinary Parasitology. His current interests include Epidemiology and Control of Emerging Diseases, Meat Production and Modernisation of Abattoirs, Food Security and Safety, Adaptation to Climate Change and Zoonosis to include control programmes for Rabies and Cysticercosis and Animal Welfare.

At numerous national and international conferences he has participated and presented papers and chaired sessions on various topics ranging from animal production (buffalo) to disease control all over the world.

Serving as the Secretary and Vice President of Indian Veterinary Association for 16 years and also as the Council Member of India to the Commonwealth Veterinary Association and Permanent Member he has represented India at the World Veterinary Association and Federation of Association of Veterinarians of Asia.

At present Dr Rahman is the Secretary of the Commonwealth Veterinary Association which has 53 Commonwealth countries of the world. He is also the Editor of the Journal of the Commonwealth Veterinary Association.

Previous to this he was a consultant to the Government of Goa on the Modernisation of Goa Slaughterhouse and Advisor to many meat exportation houses in India.

Dr Rahman is a member of WHO on Strategic Framework for Prevention and Control of Zoonoses in South-East Asia. As well as this he is a member of the World Organisation for Animal Health (OIE) Working Group on Animal Welfare, and a Member, OIE Ad hoc Group on Stray Dog Control and a Consultant to WSPA.

He is actively engaged in promoting Animal Welfare in Islamic countries by raising issues of stunning prior to slaughter, long distance of transport especially in the Middle East. He has contributed two papers on Long Distance Transport of Animals in Indian Subcontinent and also in Middle East which has been published in the form of a book.

Dr Rahman is the founder Trustee of Rabies In Asia (RIA), an international organisation supported by WHO for the control of Rabies in Asia and a Founder Life Member of Association for Prevention and Control of Rabies in India (APCRI).

In addition to his professional activities he is a National Soccer Referee and member of the Players Status Committee of the All India Football Federation and Life Member of the Karnataka Football Association.
Dr Willem (Bill) VandaeleDr Willem (Bill) Vandaele is a Dr in Veterinary Medicine (Cureghem-Belgium 1966) and since then has worked as the Manager or Director in European Regulatory Affairs for both Veterinary Medicines and Feed Additives. This first in 5 different European Headquarters of Multinational Companies.
Since 1991 Bill runs BVD CONSULTANTS, a private consultancy office providing expertise in European Regulatory Affairs. Bill is at home with regulatory matters and implementation as, for example, Bill participated in the EFSA Evaluation (2005) and CAHP evaluation (2006) for DG SANCO.

Cees VermeerenAVEC is a voluntary, non-profit association created in 1966. AVEC represents and promotes the interests of the European poultry sector. Since 1966, several countries have joined the European Community. Today our members include national organisations representing poultry slaughterhouses and poultry trade in 17 EU Member States: Belgium, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Italy, the Netherlands, Poland, Portugal, Romania, Slovenia, Spain, Sweden and the United Kingdom.
AVEC represents the European poultry meat industry and seeks to find solutions to common issues. Improving the competitiveness in an ever faster changing world is vital for the European Poultry Industry united in AVEC.
In order to complete this mission AVEC follows closely the developments in international trade and market conditions and keeps a close contact with the member organisations, other European stakeholders and the EU and global institutions.

Cees Vermeeren is director of AVEC., Association of Poultry Processors and Poultry Trade in the EU, since 2005. He started his career in the Dutch poultry industry in 1975 and has been working for a poultry breeding company, a hatchery, the Ministry of Agriculture, the Product Board for Poultry and Eggs and the association NEPLUVI, being a member of AVEC He has a Bachelor degree in agriculture and a Master degree in Law.
